[RESEND PATCH v2] ALSA: hda: Allow SST driver on SKL and KBL platforms with DMIC

Update intel-dspcfg with FLAG_SST_ONLY_IF_DMIC option and use it for
Skylake and Kabylake platforms when DMIC is present.
