I always had this problem in linux and only today tried to search for answers. Solutions I came across involved disabling power management on Intel HDA, which is already 0 by default and also the option of muting on shutdown/ restart, which had absolutely no effect.

I wish I could figure this out myself but after 4 hours of searching and trying things out and countless restarts I've given up and decided to come to you for help.
