Any sane mixer apps you like. But note that some mixer apps are buggy and don't show all mixer components.

Check whether it's really set to 10 in
/sys/modules/snd_hda_intel/parameters/power_save.

Also, the power-save is turned on only when all analog loopback
switches are off, e.g. Mic Playback Switch or Beep Playback Switch
must be off.  Otherwise the analog part must be powered on.
