Alsa doesn't respect XDG Base Directory standard?

alsa-project/alsa-lib issue #49 was opened from luxintra:

My .config is set to $XDG_CONFIG_HOME and moving asoundrc to $XDG_CONFIG_HOME/alsa ...does not work for me.
