That's because the site apparently only offers TLS 1.0 which libssl does not support anymore by default.

I know those problems and I am moving the server slowly to another location with the updated software - a preview is available here:

P.S., The side panel of https://alsa-project.org/ has a link to "Bug tracking" which is broken and needs to link to https://alsa-project.org/main/index.php/Bug_Tracking instead.
