topology: Add SND_PCM_RATE_24000 for 24 kHz rate support

alsa-project/alsa-lib pull request #396 was opened from yongzhi1:

The Low Complexity Communication Codec (LC3) supports 24 kHz sample rate, so add SND_PCM_RATE_24000 to the supported rates.
